    • A scalable encoding and decoding method and apparatus based on color information of moving pictures are provided. The color video encoding method comprises: generating an encoded luminance bitstream by encoding a luminance component using a motion prediction based encoding method; and generating at least one encoded chrominance bitstream by encoding at least one color format chrominance component using a motion vector generated by the motion prediction based encoding method. Using this method, storage, transmission, and reproduction of a moving picture can be efficiently performed by scalably encoding the moving picture according to a color format in which the moving picture is encoded.

    • A conventional new video coding technology can provide a bitstream switching picture by encoding the bitstream switching picture into an I picture. However, an encoding efficiency is greatly reduced. As such, the new video coding technology does not provide an efficient bitstream switching function. Also, other advantages provided by a switching picture technology such as a random access, error durability, and a bitstream splicing are not provided. Provided is an apparatus for encoding a video bitstream including a base layer bitstream and an enhancement layer bitstream by encoding an enhancement layer picture of the enhancement layer bitstream, which is reproduced immediately after a base layer picture of the base layer bitstream is reproduced, into a non-switching pictures by interlayer prediction using a reference image generated by decoding a pre-encoded base layer picture or by motion prediction using another reference image generated by decoding a pre-encoded enhancement layer picture, and into a switching picture, which is decoded into the same image as the non-switching picture, by an interlayer prediction using the non-switching picture and a reference image generated by decoding a pre-encoded base layer picture, while the base layer picture is being reproduced.

    • The present invention relates to an apparatus and a method for vector descriptor representation and multimedia data retrieval, which can quantize a plurality of feature values described by a vector descriptor respectively, represent the quantized feature values in the form of bit or orthogonally transform the quantized bector feature values, and rearrange the feature values represented in the form of bit from the highest bit to the lowest bit or rearrange the transformed coefficient from low frequency to high frequency to represent the vector descriptor hierarchically.     • Provided are a moving image encoding/decoding apparatus and method capable of eliminating an error that occurs when encoding moving image data. The moving image encoder includes a base layer encoder receiving an original image and encoding the original image using a predetermined lossy encoding method and an enhancement layer encoder receiving an error image created by decoding the encoded original image and receiving the original image, and losslessly entropy-encoding an error component obtained by subtracting the original image from the image with error.
