    • PROBLEM TO BE SOLVED: To provide an anti-icing plate capable of leaking an antifreeze fluid to a road surface, preventing the outflow of the antifreeze fluid out of an area, preventing the deterioration, damage or slippage of a leaching member or feed pipe without taking any special care or measure in a construction site, and being reused thereafter even when temporarily removed from the construction site.
      SOLUTION: This anti-icing plate 1 to be set horizontally on a setting surface or with a slight inclination from the horizontal comprises a precast molded concrete plate 12, the leaching member 11 for leaching the antifreeze fluid 2, which has a leaching upper surface 15 exposed in a height recessed by a prescribed value within the range of 1-10 mm from the upper surface 13 of the concrete plate 12, and a feed pipe 10 buried in the concrete board 12 in the precast molding, which supplies the antifreeze fluid 2 to the leaching member 11 from the outside of the concrete board 12.

    • PROBLEM TO BE SOLVED: To enable frozen soil to be excavated in the same way as that at summer without using any special equipment by charging an antifreezing agent into a hole opened in the frozen soil and infiltrating it into the hole, and excavating the fragile frozen soil. SOLUTION: After frozen soil is made fragile by charging and penetrating a frozen prevention agent into a hole formed in frozen soil and infiltrating it into the hole or scattering the agent on the frozen soil directly for penetrating thereinto, the fragile frozen soil is excavated by human power or by using a compact general purpose apparatus. According to this earth work method at winter, the execution can be done in the same way as that at summer without using any special equipment with a remarkable improvement in the work efficiency. The frozen soil made fragile by the scattering of the agent is not frozen agent if it is left in the air, thereby generating no ground subsidence enabling the easy back filling, and generating no much noise and no vibration problem.
