SOLUTION: The environment-friendly and power saving power-generating device comprises at least one starter 1, a power-generating device 7, a transmission gear device b, and at least one weighting system 6. The starter is started by an external power source and a revolution ratio of the transmission gears. Torque is generated by a gear change of reduction gears different in size by releasing energy accumulated in a several times level of original energy of the starter. And a rotation of the weighting system 6 can keep a balance between a load of power-generating and a load of power consumption by the power-generating device by releasing much energy generated by rotating and producing gravity. This can make the power-generating device start. When the power-generating device reaches a rated speed of the power generation, a part of electric power is directly transmitted to the starter, and it can make an operation of the power generation continue.     • PROBLEM TO BE SOLVED: To provide a structure of a thin chip electrolytic capacitor wherein an electronic unit can be made small in thickness.
      SOLUTION: The main body 310 is provided with two concave tanks, an arrangement tanks 311 and a segregated space 312 made of dielectric substance therein, a segregation plate 313 between the two concave tanks, and a hole 314 corresponding to the lead wire terminal 331 of a dielectric 330 on a segregation plate 313. A bottom seat 320 covers and seals the segregated space 312 and is provided with a hole 321 corresponding to the hole 314. The dielectric 330 is attached to the dielectric arrangement tank 311 and is provided with two lead wire terminals 331, which is projected into the facing holes 314 and 321 of the segregation plate 313 and the bottom seat 320. A cover plate seals the main body 310 by a top cover 340.
