SOLUTION: This device includes an encapsulation interface means 60 for creating a variety of common encapsulated parts from a variety of functional elements including those belonging to different program systems for construction of net services; a flow definition means 70 for combining the variety of common encapsulated parts in a predetermined order into blocks to create other common encapsulated parts; an incorporation definition means 80 for combining the variety of common encapsulated parts in a telescopic fashion to create other common encapsulated parts; an input accepting means 21 for accepting the operation of creating the variety of common encapsulated parts, which is performed by a service provider using the encapsulation interface means 60, the flow definition means 70 and the incorporation definition means 80; and a service providing means 24.
