    • PROBLEM TO BE SOLVED: To provide a vehicle positioning which enables utilization of an ETC on-board unit operating with a high operating frequency (e.g. 5.8 GHz band) on the occasion of measuring the location of a vehicle and also enables stable measurement of a parking location of the vehicle with a low frequency (e.g. 2 MHz). SOLUTION: The location of the vehicle 2 is measured by receiving a radio wave sent from the ETC on-board unit 3 by receiving stations 101, 102 and 103 installed at three places. In the ETC on-board unit 3, a carrier wave (e.g. 5,800 MHz) is modulated to produce a signal containing two frequency spectrums (e.g. 5,799 MHz and 5,801 MHz) to be provided for position measurement and the signal is transmitted by radio. Each receiving station measures a phase difference of a frequency component (e.g. 2 MHz) being a difference between the two frequency spectrums from the signal of the radio wave received from the ETC on-board unit 3, and based on a signal of this phase difference, the location of the vehicle 2 carrying the ETC on-board unit 3 is measured.     • PROBLEM TO BE SOLVED: To provide an entering and leaving vehicle control system for not only confirming information of an IC card inputted from an on-vehicle reader, but also individually identifying a driver who is actually driving the vehicle.
      SOLUTION: The entering and leaving vehicle control system comprises a reader for reading data of an IC card and a management device for managing the acceptance/rejection of the passage of a vehicle at the entrance/exit of facility, wherein the reader has a reader part for reading a vehicle ID recorded on an inserted IC card to identify the vehicle and a user ID for identifying a registrant, and an individual identification function part for detecting driver identification information for identifying the driver, based on the physical characteristics.
