SOLUTION: This ice heat accumulating air conditioning system has an indoor unit 1 arranged in a room, an outdoor unit 2 connected to this indoor unit 1 via a refrigerant pipe, and a heat accumulating unit 3 for accumulating heat in a heat accumulating material in the heat accumulating tank 13 by a refrigerant flowing from this outdoor unit 2. The heat accumulating unit 3 has a refrigerant heat exchanger 10 for exchanging heat between the refrigerant flowing from the outdoor unit 2 and the heat accumulating material in the heat accumulating tank 13, the sub-heat exchanger 14 installed outside the heat accumulating tank 13 integrally with the heat accumulating tank 13, and a circulating passage 21 for connecting the mutual heat accumulating tank 13 and sub-heat exchanger 14 via a circulating pump 19A, and circulating the heat accumulating material.

SOLUTION: This air conditioner for a building comprises a Peltier element 10 having a pair of heat absorbing surfaces moving heat from a first heat absorbing surface 11 to a second heat absorbing surface 12 by flowing current, a heat radiating/absorbing indoor metal 20 thermally coupled to the first heat absorbing surface 11 of the Peltier element 10 and radiating/absorbing heat into the room of the building, a radiator 30 thermally coupled to the second heat absorbing surface 12 of the Peltier element 10 and radiating the heat absorbed by the radiating/absorbing indoor metal 20 to the outside, an electric heater 25 heating the radiating/absorbing indoor metal 20 by joule heat, and a power source 40 switched between the electric heater 25 and the Peltier element 10 before flowing current. The power source 40 is so formed as to flow current in the Peltier element 10 in a direction for cooling the radiating/absorbing indoor metal 20 to cool the inside of the room, and to flow current in the electric heater 25 to heat the radiating/absorbing indoor metal 20 so as to heat the inside of the room.
