    • PROBLEM TO BE SOLVED: To prevent content degradation caused by embedding of electronic watermark, and stably detect electronic watermark embedding information.
      SOLUTION: The degree of watermark embedding is analyzed based on pixel changes corresponding to embedding bits recorded when a watermark is embedded, and the strength of electronic watermark embedding is adjusted according to the analysis result. In the analysis of the degree of watermark embedding, pixel changes corresponding to each embedding bit are summed for every plurality of small areas included in an image, and first evaluation values are calculated based on the total values for all embedding bits. In addition, a second evaluation value is calculated based on the plurality of first evaluation values which are acquired from near small areas. The watermark embedding strength is determined based on the first and second evaluation values, and if the determination result dose not satisfy a specified condition, embedding parameters are changed and the strength of the electronic watermark embedding is adjusted.
