The one-way clutch (7) is formed so as to have a smaller diameter than the outside diameter of the large-diameter cylindrical part (44a) of the internal gear (44).

SOLUTION: A starter 1 includes an electromagnetic solenoid 8 for pushing a pinion gear 6 to a ring gear 18 side, and an electromagnetic switch 10 which opens and closes a motor contact point. Actuations of both electromagnetic solenoid 8 and electromagnetic switch 10 are independently controlled by an ECU. When an idle stop is triggered, for instance, the ECU controls a starter relay to be closed during rotation of a ring gear 18. By so doing, the electromagnetic solenoid 8 is actuated to push out the pinion gear 6 in a counter-motor direction integrally with a clutch 5 and to be meshed with the ring gear 18 rotating at low speed.
