The alicyclic epoxy resin is a compound having the structure of chemical formula 1. In chemical formula 1, n is an integer of 1-8.

The magnesium oxide powder has specific surface area of 0.1~40 m^2/g and particle size of 10 micron or less. A method for manufacturing the metal or halogen element-containing magnesium oxide powder comprises the steps of: adding 0.01~5 weight% of metal element, or metal element and halogen element; and performing heat treatment at 600~1400‹C in an oxidizing atmosphere.

A method for coating a plastic panel includes the steps of: preparing a hydrothermal sol by performing hydrothermal reaction after hydrolyzing an organic solvent and acid mixture and adding titanium compound to it; preparing aqueous sol through aqueous synthesis reaction including heating and adding an acid after mixing titanium compound and organic solvent with water; preparing a photocatalytic sol by mixing the aqueous sol and the hydrothermal sol at ratio of 2:1~7;1; and coating a plastic panel with the prepared photocatalytic sol.
