    • An alpha-map encoding apparatus includes a first down-sampling circuit (21) for down-sampling an alpha-map signal which represents the shape of an object and the position in the frame of the object at a down-sampling ratio based on size conversion ratio information, an up-sampling circuit (23) for up-sampling the alpha-map signal at an up-sampling ratio based on size conversion ratio information given to restore the down-sampled alpha-map signal to an original size, and outputting a local decoded alpha-map signal, a motion estimation/compensation circuit (25) for generating a motion estimation/compensation signal on the basis of the previous decoded video signal and a motion vector signal, a second down-sampling circuit (26) for down-sampling the motion estimation/compensation signal at the down-sampling ratio, a binary image encoder for encoding the alpha-map signal down-sampled by the first down-sampling circuit to a binary image in accordance with the motion estimation/compensation signal down-sampled by the second down-sampling circuit, and outputting an encoded binary image signal, and a multiplexer for multiplexing and outputting the encoded binary image signal and the up-sampling ratio information.

    • According to one embodiment, a video decoding apparatus decoding a video stream selectively generates one of an intra prediction image and an inter prediction image based on an encoding mode of a decoding object from the video stream and decoded images thereof, generates a residual decoded image based on a quantization parameter of a decoding object from the video stream, generates a decoded image by adding one of an intra prediction image and an inter prediction image selectively generated, and the residual decoded image, applies deblocking filter process for reducing a block distortion onto the decoded image, extracts information on an encoding mode from the video image stream to determine whether or not inter prediction processes for generating the inter prediction image should be simplified, and simplifies the inter prediction process step-by-step on the basis of the result of the determination.

    • A communication terminal performs a discrete cosine transform and a quantization process in accordance with a selected coding mode so as to reduce loads caused by these processings and suppress degradation of picture quality. When performing coding of a moving picture inputted through a picture input part, a control part determines which coding mode among 4×4 intra prediction coding on a luminance signal, 16×16 intra prediction coding, intra prediction coding on a color-differential signal, and inter prediction coding is performed. In accordance with the selected coding mode, and in view of a predictive error, the processing content in the discrete cosine transform and the quantization process is switched.
