      SOLUTION: For a general pit 14a, after standard sectional segments 9a are assembled in a ring shape in a skin plate 2, an outer shell 12 is fixed to a position adjacent to the area on the outer peripheral surface of the ring-shaped assembly having a widened section 1b, and a filler 13 is filled in hollow parts to form filled blocks 11. Then, steps for excavating by a shield machine 1 are repeated in order. For an enlarged pit 14c, enlarged sectional segments 9c are assembled in a ring shape in the skin plate 2 so that the end faces thereof abut on an enlarged section formed by the standard sectional segments 9a positioned at the forwardmost end of a shield tunnel and the filled blocks 11, and steps for excavating by the shield machine 1 are repeated.

A plurality of outer shell shield tunnels 2 are constructed by starting an outer shell shield machine 6 from a sidewall part 41B of the outer shell shield starting base 4, and the outer shield tunnel 2 is started from the outer shell shield starting base 4 in parallel with the main-track shield tunnel 1 and directed away from the main-track shield tunnel 1 to the radial outside gradually with progress of excavation.

An air inflow/outflow part 5 is provided to the first steel sheet 3, and the air inflow/outflow part 5 is provided with a pipe for the inflow/outflow of the air in the bag part 2 and an air-volume adjusting valve. The expansion bag 1 is, for example, arranged on a working face side of a door provided to an opening on the working face side of an open-type tunnel excavator.
