Accordingly, the relative humidity at the surface of the posts 11-16 is maintained always lower than the relative humidity of the environmental air, thereby allowing the creeping electric field intensity of the posts 11-16 to be high, thereby enabling to reduce the size of the device and to stabilize the use under a high electric field.
