    • In response to transmitting a preamble in a random access procedure, a receiver is tuned to receive from a network a dedicated random access response. It is decided to re- transmit the preamble only if: a) a command from the network is received that indicates an identifier of the preamble, a resource allocation, and power; or b) no dedicated transmission from the network access node is received during a time window defined for the random access response; or c) a hybrid automatic repeat request HARQ process associated with the random access response has expired without a successful decoding of the random access response. In one example the preamble is transmitted on a second component carrier CC in response to receiving on a first CC a physical downlink control channel identifying the preamble.

    • In one embodiment an eNB configures a user equipment UE for a different type of reference signal other than regularly-spaced common reference signals CRSs, or a physical channel, to use for taking its radio resource management RRM measurements and/or radio link monitoring RLM measurements. In another embodiment a UE selects, using a predefined criteria (such as priority order among different reference signal types or predefined minimum threshold transmission density of a particular reference signal type), a different reference signal type other than regularly-spaced common reference signals, or a physical channel, for the RRM/RLM measurements. These are useful for example in EUTRAN Release 12 wherein the new carrier type may not have CRSs, or where the eNB can be in a dormant mode and not transmitting regularly-spaced CRSs.

    • A user equipment UE is signaled to utilize a second format for downlink control information as opposed to a first format. Resources allocated by the first format are not bandwidth-restricted respecting a carrier and resources allocated by the second format are restricted to a subset of bandwidth sub-bands. The UE is then scheduled on resources that are restricted to the subset of sub-bands using the second format. In various specific embodiments the sub-bands are defined by predetermined static frequency bounds for the UE specifically or for the entire cell; the sub-bands may be defined by a predetermined algorithm which identifies a sub-band index as a function of UE identity, system frame number, and/or a number of sub-bands which are in the subset. The second format has a resource allocation field whose length depends on how many physical resource blocks are in the sub-bands and therefore in the subset.

    • A first network node receives from user equipments (UEs) on a first component carrier (CC) measurement reports of downlink conditions on second and third CCs. Based on the received measurement reports, the first network node configures a second network access node to decrease its transmit power on the second CC and a third network access node to increase its transmit power on the third CC. In an example embodiment the first network access node sends to the UEs on the first CC indications of the transmit power decrease and increase on the respective second and third CCs, and at least one schedule for when the transmit power decrease and increase are to take effect. In an embodiment the first network node is a macro eNB and the second and third network nodes are low power nodes/ho tspots under control of the macro eNB.
