    • The present invention pertains to the field of electrotechnology and more precisely to low-energy resistive heating devices. The flexible and flat heater consists of a multilayered packet comprising a fuel element between dielectric layers, wherein at least one side of said layers is in contact with the fuel element through a polymer layer. The fuel element consists of a carbon-based cloth having a resistance in a square-section fragment thereof, along and across the cloth fibres of said fragment, ranging from 0.1 to 30 Ohms. This invention also relates to a method for producing the flexible flat heater, which comprises the steps of preparing a fuel element from a carbon-based cloth previously made rigid and having a resistance in a square-section fragment thereof, along and across the fibres of said fragment, ranging from 0.1 to 30 Ohms; placing the fuel element between layers of a dielectric which on at least one of its sides is in contact with a polymer layer; and bonding the layers of the packet thus obtained by thermal treatment under pressure.
