    • PURPOSE:To reduce the quantity of line memory by allowing a transmitting side to send a picture signal of which scanning line order is previously converted with the aid of a memory means and a memory control means which respectively associate and interlock when the picture signal in a scanning unit is sequentially read from the memory means by a receiving side. CONSTITUTION:For example, when the address number (3), (1), (4) and (2) of a first block are sequentially specified by an address control signal, first, the picture signal is read from the memory address of the number (3). Approximately at the same time, the picture signal of an arrived line number 8 is sequentially written in the vacant place where the picture signal is read. Continuously, the same processing is repeated for the address number (1), (4) and (2). By quite same random numbers control, the scrambler of the transmitting side executes a logical operation which forecasted the formation of the address control signal of the first block at the descrambler of the receiving side and outputs the picture signal in order of the line number 8', 6', 5' and 7'. Thus the memory quantity at the line memory of the receiving side can be reduced at least by half.

    • PURPOSE:To allow the IC card system to correspond to a communication system such as a broadcast system, as well by providing a transmission line of a data clock between a reader/writer and an IC card so that a data communication by a clock synchronizing system can be executed, and setting the data clock to a unidirectional transmission extending from the reader/writer side to the IC card. CONSTITUTION:A transmission line 19 of a data clock is provided between a reader/ writer 17 and an IC card 18 so that a data communication by a clock synchronizing system can be executed, and also, the data clock is set to a unidirectional transmission extending from the reader/writer 17 to the IC card 18. Accordingly, a data transmission rate between the reader/writer 17 and the IC card 18 is enhanced remarkably. Also, since the data clock is sent only to the IC card 18 side from the reader/writer 17 side, the data transmission to the IC card 18 from the reader/writer 17 and the data transmission to the reader/writer 17 from the IC card 18 are controlled by the reader/ writer 17 side. In such a way, when the IC card system is applied to a broadcast communication system, the IC card 18 can be controlled in one direction from the broadcast communication system side, and it conforms to the broadcast communication system.

    • PURPOSE:To improve an accuracy in detecting a digital synchronous signal by judging an amplitude and the periodic characteristic of the horizontal synchronous signal section of a composite synchronous signal separated from a video signal, recognizing it as the horizontal synchronous signal only when it coincides with a fixed condition and using the horizontal synchronous signal having high accuracy for a digital synchronous detection. CONSTITUTION:From a synchronous separating signal 19, an amplitude detecting pulse 202 is obtained, a succession and a periodic characteristic of this amplitude detecting pulse 202 are measured to obtain a detecting pulse 204 and a cycle measuring data 205 and a difference 211 between an average value 209 of the cycle of the horizontal synchronous signal obtained by integrating the cycle measuring data 205 and the cycle measuring data 205 is obtained. Only when this difference is small, a horizontal synchronous detecting pulse 21 is outputted and the horizontal synchronous signal is detected highly accurately. The horizontal synchronous detecting pulse 21 has its accuracy effectively equal in said cycle corresponding range. In this manner, the horizontal synchronous signal 21 detected highly accurately is supplied to a timing generating circuit 7. Thereby, the timing generating circuit 7 generates a very precise digital synchronous timing pulse 22.
