SOLUTION: A control unit 4 continuously measures the voltage of a terminal B during the starting operation. The measured voltage U is compared with a threshold value by a comparator. This threshold value is the final voltage in the completion of the starting operation and is determined according to an initial value of the voltage. If the voltage is lower than this threshold value, blocking of a transistor 3 is prohibited. However, when the voltage is higher than the threshold value, blocking of the transistor 3 is not prohibited, and supply of electric power to a starter D is stopped. Therefore, the time of the starting operation can be shortened to the required minimum length. Moreover, fluctuation of the battery voltage can be restrained.

As a result, deviation during regulation is reduced, and accurate and sure regulation is performed.
