    • PROBLEM TO BE SOLVED: To solve such a problem that the consumed current gets large compared with inherent consumed current of a semiconductor integrated circuit single body because a tester load is generated when the consumed current is measured, in the prior art, and a problem that a difference in measurement between the consumed current of the semiconductor integrated circuit signal body and the consumed current measured by a tester gets large with progress in low electric power consumption to make the measurement of the consumed current as the semiconductor integrated circuit single body difficult, that is, dispersion of loads among the testers brings a trouble in precision to require a value of the consumed current of the semiconductor integrated circuit to be increased and decreased.
      SOLUTION: The tester load is brought into substantially zero by blocking an output of a buffer circuit when the consumed current is measured. A charge current from the buffer circuit is precluded from flowing in. An additional consumed current by the tester load is made zero thereby. A value close to an actually measured value of the semiconductor integrated circuit single body is provided thereby to allow the consumed current measurement of high precision.

CONSTITUTION:Inputted analog video data are compressed in a video data encoding circuit 1 by a compressing means like Huffman code encoding, and compressed video data are outputted to an adder A. Inputted analog audio data are compressed in an audio data encoding circuit 2 by a compressing means like Huffman code encoding, and compressed audio data are outputted to the adder A. The adder A synthesizes compressed video data and compressed audio data and inputs the result to a buffer 3. Compressed video data and compressed audio data are temporarily held in the buffer 3 without being omitted and are successively outputted t-o an ECC circuit 4. The ECC circuit 4 adds an error correction code to compressed video data and compressed audio data and outputs them to a recording amplifier 5. The recording amplifier 5 records compressed video data and compressed audio data on an optical disk 6 or the like as recording data.
