The difference between the absolute angle of rotation of the rotary shaft to be tested 7 actually rotated by the motor 15 and a calculated absolute angle of rotation at every specific interval of the rotary shaft to be tested 7 obtained from absolute angle of rotation detectors 4 and 5 of a second and a third gears 2 and 3 is stored in a non-volatile memory 11 as a compensation angle. In the specific calculated absolute angles of rotation, the calculated absolute angle of rotation of the rotary shaft to be teste 7 is compensated with the difference between a straight line of the calculated absolute angle of rotation obtained using the compensation angle for the before and after the calculated absolute angle of rotation and a straight line of an ideal absolute angle of rotation not including a rotation detection error.
