    • A radio communication system (100) provides a radio air interface at a master node (102) for subscriber units associated with the master node. Among the subscriber units are several slave nodes (104, 106). The communication system has the ability to operate as a secondary user in unused spectrum portions of a frequency band otherwise reserved for primary operators. The master node accesses an authorization server (108) to obtain a list of unused channels in the region of the master node. Each slave node also contacts the authorization server to obtain a list of unused channels in the region where each respective slave node is located, via another network (118, 121). The unused channels common to the slave nodes and the master node are used to create a backup radio operating parameter list which is used by the master node if a fault occurs between the master node the authorization server.

    • A method of determining operating parameters for a secondary system transmitter is described. The transmitter characteristics, including location and operating frequency band, are provided to a geo-location database. The database determines the maximum allowable transmission power that meets various specifications for different channels and conveys the power and channel(s) to the transmitter. The database estimates channel incumbent signal strengths based on the transmitter location and primary and higher-priority secondary incumbent systems, estimates the splatter levels, determines whether adjacent and co-channel interference protection ratios are met, and adjusts the allowable power level accordingly. The database also estimates aggregate co- and adjacent channel primary and secondary incumbent system interference levels at the transmitter location and predicts channel quality for each allowable channel. The estimated levels are updated using measurements of actual levels at the transmitter location. The database dynamically allocates channels using the secondary system priorities.

    • An apparatus and method of providing accurate and consistent open spectrum results for secondary devices from different geo-location databases is presented. The results, which may be independently derived by each database, are independent of the database queried. The comparison permits some amount of latitude in spatial and temporal consistency between the databases as errors are only indicated if the temporal or spatial discrepancies are pervasive. In addition, large percentages of different locations showing discrepancies when compared also lead to corrective action being taken. Corrective actions that may be taken include forcing problematic databases to update, shunting requests by secondary devices in the problematic locations to acceptable databases or shutting down the problematic databases entirely.

The incumbent system's system parameters and CR system's operational requirements are copied to a mirrored database (106B). The mirrored database (106B) is controlled by a either a central authority (108) or a database manager having delegated authority (508). The mirrored database (106B) is accessed by the CR system (105). The mirrored database (106B) can be modified and updated by the central authority (108) or delegated database manager (508) to correct for interference detected in the incumbent system caused (152) by the cognitive radio system (105). The cognitive radio system (105) utilizes the updated mirrored database (106B) to avoid interfering with the incumbent system (102, 152) to determine CR system operating parameters thus enhancing the ability to share spectrum.
