      SOLUTION: The clutch spring 14 is installed on an inner side of a clutch face 13 formed at the inner periphery of the pulley 1, and an outer peripheral face of the clutch spring 14 is elastically brought into contact with the clutch face 13. A coil part 15 at one end of the clutch spring 14 is inserted into a spiral channel 11 formed in an outer sleeve 4. A coming-off prevention buffer part 16 composed of a wave spring provided at a terminal of the coil part 15 is engaged with a locking recessed part 12 provided at a blocking end of the spiral channel 11. When the pulley 1 rotates in one direction, diameter of the clutch spring 14 is expanded to transmit rotation torque to the pulley hub 2 from the terminal of the coil part at one end of the clutch spring 14. When shocking torque is inputted into the pulley 1, the shocking torque is absorbed by the coming-off prevention buffer part 16.
