The slurry feed tank is provided with a circulation pipeline 36 comprising a slurry circulating pump 39, a flow control valve 62, and a pressure regulation pipe 36A which is a part of the pipeline, wherein a feed pipe 37 is connected so as to feed the slurry from the pipe to the pump. The feed pipe and the valve seat part of the high pressure slurry pump are adapted to increase the internal pressure of the pressure regulation pipe at the time of occurrence of solid deposition to prevent blocking by solids using the pressure of the feed zone of the pump. When the voltage is applied to positively charge the storage tank 1, the nozzle 3, and the melt 10, and negatively charge the collector 4, the charged melt 10 is discharged from the nozzle 3 into a fibrous form, and the fiber pitch 11 is collected in the collector 4. When the resultant fiber pitch 11 is heat-treated, the carbon fibers can be produced.
