SOLUTION: When the construction of an internal data base is over, an update bus converter BCV2 is cut from a higher rank bus of an initial converter BCV1 and also enables a lower rank bus of the BCV2. Thus, the BCV2 processes the communication frame that is set to a station STN of the lower rank bus and so far received by the BCV1 and substitutes for the function of the BCV1. The BCV1 stops its function since its higher rank bus is cut. Then the BVC2 is changed to operate in a normal mode and accordingly transmits the state of the STN of the lower rank bus to the higher rank bus. Furthermore. the BVC1 is removed between the higher and lower rank buses and the BCV2 is used in place of the BCV1.
