      SOLUTION: A mobile carriage 10 movable along the surface of a steel structure 50 is provided with a high-frequency heating coil 5 as heating means. Removing means comprising an air motor 18 and a grinding brush 7 driven by the motor 18 is provided in the rearward of the coil 5 in the carriage 10. There is provided a recovery bag 35 where a bag 37 is detachably attached to a recovery inlet 36 energized on the surface of the structure 50 by a spring 39 in the rearward of the brush 7 in the carriage 10. A paint film softened by heating is exfoliated by the brush 7 and is recovered by allowing it to naturally drop into a recovery bag 35, by allowing the carriage 10 to move while applying a current to the coil 5 to heat the surface of the structure 50.
