    • PROBLEM TO BE SOLVED: To develop the shallows and a tidal flat, where the environment suitable for the growth/living of living things is maintained over a long period of time, without causing the running out of a land reclamation material such as dredged soil.
      SOLUTION: A submerged dyke for preventing the running out of the land reclamation material is constructed in such a manner as to surround a land-developing water area; a infilling layer is formed by charging the dredged soil into the inside of the submerged dyke; and a sand covering layer, which is composed of a mixture of water granulated blast furnace slag and an organic matter-containing material, is provided on the infilling layer. A water granulated blast furnace slag layer, which exerts high stability against ocean waves, which hardly causes consolidation settlement and which has high functionality of a weight/lid for a lower layer, is provided on the infilling layer, so as to stabilize the infilling layer. This can prevent the dredged soil from being exposed or washed away, and enables nourishment to be supplied from the organic matter-containing material to seaweeds and the like, growing in the sand covering layer.
