SOLUTION: For natural energy amount generated by a natural energy amount generator 101, a basic characteristic model 102 generates a theoretical output determined by the power generation performance characteristics of generator and outputs it. For natural energy amount, an output fluctuation simulating unit 104 simulates an output fluctuation content, according to probability distribution (e.g., normal distribution) as the fluctuation content of the theoretical output, determined by the power generation performance characteristics of the generator, and outputs it. An adder 103 adds the output of the basic characteristic model 102 and the output of the output fluctuation simulating unit 104, to simulate uncertain output fluctuations, as are observed in actual equipment.
