A detecting circuit measures a temperature of the capacitor and outputs the temperature to the resistance setting circuit. If the received temperature is equal to or greater than the preset temperature, the resistance setting circuit outputs short-circuit information of the capacitor. If the received temperature is less than the preset temperature, the resistance setting circuit outputs normal information of the capacitor. A display unit displays the information of the capacitor.
