    • H.264 (AVC) uses a network abstraction layer (NAL) to process and format encoded video data into packets (NALUs), which may be mapped to transport packets for transmission. For scalable video, a NALU contains either control information (SEI, SPS, SPS_S, PPS, PPS_S), reference picture video data (IDR, IDR_S), base-layer video data (BL) or enhancement-layer video data (EL). To enable the decoding even if transport packets are lost, and thus achieve SNR scalability, video data packets of non-IDR pictures get a sequence number. A method for decoding such packetized video data comprises the steps of buffering the transport packets, extracting transport packet sequence numbers and the received video data packets, storing the video data packets containing control data (SEI, SPS, SPS_S, PPS_H, PPS_L, PPS­_S­_H, PPS_S_L), determining the application packet number (CN) of a missing or defective transport packet containing EL picture data (EL#1, EL#2, ...), determining and upsampling the corresponding base-layer picture, generating a new packet with default header and upsampled base-layer picture data, and decoding the buffered picture data.

    • Joint coding of depth map video and texture video is provided, where a motion vector for a texture video is predicted from a respective motion vector of a depth map video or vice versa. For scalable video coding, depth map video is coded as a base layer and texture video is coded as an enhancement layer(s). Inter-layer motion prediction predicts motion in texture video from motion in depth map video. With more than one view in a bit stream (for multi view coding), depth map videos are considered monochromatic camera views and are predicted from each other. If joint multi-view video model coding tools are allowed, inter- view motion skip issued to predict motion vectors of texture images from depth map images. Furthermore, scalable multi-view coding is utilized, where interview prediction is applied between views in the same dependency layer, and inter-layer (motion) prediction is applied between layers in the same view.

    • A system and method for implementing improved decoded picture buffer (DPB) management for scalable video coding and multiview video coding. To address the issue of mismatches in reference picture markings, all prior unnecessary reference pictures can be marked as unused after the decoding of an open decoding refresh (ODR), open layer refresh (OLR), or open view refresh (OVR) picture or, when scalable video coding (SVC) is at issue, an indication can be made in the stream that previous and current reference picture markings are identical. To address the occurrence of potential overflows in the decoded picture buffer, ODR, OLR, or OVR pictures may not be encoded if a switch can cause an overflow m the decoded picture buffer; all prior pictures may be removed from the decoded picture buffer; or prior pictures may removed from the DPB based on certain control indications. Solutions are also provided to address the issue of mismatches in bi-dependent leading pictures.
