The present invention relates to a hot-water boiler for a hot-water mat, in which a water storage tank, having a refill water storage compartment and a hot-water storage compartment, is arranged above and connected to a water-heating tank provided with an electric heater, such that hot water circulates throughout the interior of the hot-water mat using the vacuum suction force generated in the water-heating tank at the moment the hot water heated by the electric heater in the water-heating tank flows toward the hot-water storage compartment of the water storage tank by means of the steam pressure generated in the water-heating tank. In the event a hot-water hose is clogged or the interior of the water-heating tank is filled with air, refill water stored in the refill water storage compartment of the water storage tank is automatically supplied to the interior of the water-heating tank.
