A 1st program orthogonal coordinates system in which two axes whose movable directions are not perpendicular to each other are set, one of the axes is set as an inclination reference axis, information data based upon an angle between the two axes whose movable directions are not perpendicular to each other are set and the movable direction of the inclination reference axis agrees with the direction of the command axis of the program orthogonal coordinate system, and a 2nd program orthogonal coordinates system in which the movable direction of the other axis that is not the inclination reference axis agrees with the direction of the command axis of the program orthogonal coordinates system are prepared. By selecting one of the 1st and 2nd program orthogonal coordinates systems, an optimal tool can be selected in accordance with a machining patern, the machining can be practiced with the optimal shaft feed and machining precision can be improved.
