The invention concerns a backing insulating panel to be applied against a vertical wall (13) comprising a skin (2) produced in the form of a rigid plate, for example made of plaster, and made integral with a mineral wool insulating layer (7), said insulating layer extending beyond a lower edge (12) of the skin to form a weather strip (12) of predetermined height, extending in the panel lower part when fixed against the wall. Said weather strip enables to provide insulation in the lower part, without having to perform additional weather-stripping.
