When a time region sample or a frequency region sample of input signals such as audio signals is quantized, the present invention executes block floating processing of MDCT coefficient as a frequency region sample, for example, then executes quantization to generate a first quantized value, calculates a quantization error between this quantized value and the MDCT coefficient, and quantizes individually this quantization error for each sample to generate a second quantized value and to divide the MDCT coefficient into at least two words. In this way, the present invention can minimize the deterioration of tone quality and can secure backward compatibility.
