An apparatus for automatic payment of parking fees in a parking zone includes stationary RF transmitter unit transmitting a signal encoding the parking fee rate per unit time to a transponder (20) carried in the vehicle. The transponder (112) includes a receiver (36) for receiving the broadcast signal from the stationary transmitter, a memory (28) which can be preloaded with amounts to generate a prepaid credit, a data processor (22) for controlling the activity of the transponder (20) and decoding incoming signals, and a display (44) for indicating to the vehicle operator, the status of the memory (28) in the transponder (20) as to whether the vehicle is validly parked at any given time. Upon parking, the operator actuates the transponder (20) which receives and recognizes the broadcast signal from the stationary transmitter, and it so indicates on the display, and proceeds to debit the prepaid amounts stored in the memory (28) in order to indicate the balance by decreasing the amount per unit time over the time period.
