The Sn-plated layer contains Sn of 300 to 5600 mg/m2 in terms of Sn metal. The chemical conversion coating layer contains a Zr compound of 5 to 30 mg/m2 in terms of Zr metal. An average roughness Ra of an outermost surface of the chemical conversion coating layer is 10 to 100 nm. When a change amount of an yellow degree which is measured at one measurement point on the outermost surface of the chemical conversion coating layer is defined as a [Delta]YI which is represented by the following formula (1), an average of the absolute value of the [Delta]YI which is obtained at a plurality of the measurement point on the outermost surface of the chemical conversion coating layer is 5.0 or less: [formula 1] [Delta]YI=YI-YI0...(1), where YI is the yellow degree which is measured at five hours after performing a retort processing at a temperature of 130 DEG C to the steel sheet for a container, and YI0 is the yellow degree which is measured before performing the retort processing.
