The present invention provides a spare line allocation device used for allocating a spare line to any fail line in a memory which provides spare lines. The spare line allocation device contains a bit counting unit to count numbers of vertical fail bits for each fail bit on each fail line, wherein the number of vertical fail bit is a total number of fail bits on a fail line and on a fail line intersecting the fail line at a fail bit in different direction, and to store the numbers of vertical fail bit corresponding to each fail bit; a weight calculating unit to calculate weight coefficients for each fail line based on the number of vertical fail bits on a fail line, and to store each weight coefficient corresponding to each fail line; and an allocation unit to decide the allocation of a spare line to which one of the fail lines according to the weight coefficient calculated by the weight calculating unit.
