PURPOSE: A fuel cell separator is provided to prevent Cr poisoning by forming a protective coating layer on a metal separator, and to maintain the performance of a fuel cell for long term while maintaining high electric conductivity. CONSTITUTION: A fuel cell separator comprises a metal separator base material including Cr components; a Cr oxide layer formed on the separator; a metal oxide layer formed on the Cr oxide layer; a La-based oxide layer having a perovskite structure formed on the metal oxide layer; and a composite layer of La-based oxides and metal oxides, which is formed between the metal oxide layer and the La-based oxide layer, and is formed by the interdiffusion of the metal oxides and the La-based oxides. The metal oxides are one or more selected from Ni oxides, Co oxides, and Ni-Co oxides.
