The neck assembly of the fuel system component comprises a housing. Wherein the housing includes a sleeve having a second end portion opposite to the first longitudinal end and a given vertical position on the outside of the fuel system component. The housing and radially extending outward from the second end portion of the sleeve further includes a sealing ring enclosed in a wall of the fuel system component. And wherein the neck assembly is at least partially received and further comprising: a valve cartridge fixed to the sleeve in the sleeve. The valve cartridge comprises a conduit having a second end portion opposite to the first longitudinal end and a given vertical position on the outside of the fuel system component.
