A method for manufacturing a PPLN(Periodic Poled Lithium Niobate) waveguide device is provided to control a variation quantity of a refractive index of the waveguide inside PPLN by controlling intensity of the pulse of a laser source. A method for manufacturing a PPLN waveguide device includes the steps of: generating a microwave pulse laser; and forming a PPLN waveguide(310) by guiding the change of refractive index by illuminating the microwave pulse laser to an inner part of the PPLN, wherein a second harmonic wave is generated by applying a waveguide device(300) to the PPLN and the refractive index of the waveguide formed inside the PPLN is controlled by adjusting the pulse intensity of the microwave pulse laser.
