The fuel processor comprises reforming reactor and selective oxidation reactor and the cooling unit. Reforming reactor and generates the reformed gas is reacted with the hydrocarbon-based fuel vapor. Selective oxidation reactor includes the cooling passage surrounding the reaction tube and the reaction tube with an internal catalyst, thereby reducing the concentration of carbon monoxide in the reformed gas. Cooling portion includes a selectively installed with the cooling water on the top of the oxidation reactor chamber, the cooling water chamber with the cooling water inlet tube and a cooling water return pipe that connects the cooling flow passage. Cooling water of the cooling water chamber by means of gravity and move to the cooling passage, the cooling water is recovered and raised to the chamber after the cooling water of the cooling passage is raised by heat exchange with the reaction tube.
