Communication system includes a network element (103, 105, 107, 109) and the user equipment 101, and that at least a portion comprises a charging proxy 205. The system comprises a charging server (111) comprises a topic controller 305 for initializing and charging topics, each charging topic here can be associated with charging data. The charging server 111 in to different charging topics, registering proxies or proxy announcement comprising a function to register as a proxy (or both). A receiver (301, 311) of the first set in response to the receive charging data messages from the charging proxy, the charging proxy of the first set are registered to the publication proxies for the first charging topic belonging to a first charging topic thereby enabling the charging data. The charging data transmitter 313 transmits the charging data to the first set of charging proxies registered as a second set of registering proxies for the first charging topic.
