PROBLEM TO BE SOLVED: To provide a producing method capable of producing in high yield gasoline fraction, kerosene and gas oil fraction and lubricant base materials having good quality and high additional value by efficient catalytic hydrogenation of low-grade heavy hydrocarbon oils. SOLUTION: This method is hydrotreating of at least one heavy hydrocarbon oil selected from heavy gas oil, cracked gas oil, vacuum gas oil, coker gas oil visbreaker gas oil and solvent deashaliting oil and comprises lightening of the heavy hydrocarbon oil in which steps (A) hydrodesulfurization and hydrodenitrification of heavy hydrocarbon oil in the presece of an amorphous hydrogenation catalyst, (B) hydrogenolysis of the resultant hydrocarbon oil from the above mentioned A step in the presence of a zeolite-based hydrogenolysis catalyst and (C) hydrodesulfurization of the resultant hydrocarbon oil from the above mentioned B step in the presence of the amorphous hydrogenation catalyst are sequentially performed.
