PURPOSE: To attain an inexpensive cost, a large treatment capacity, the elimination of troubles and offensive odors, easy and inexpensive maintenance, and the smooth descent of treatment powder by circulating a treatment member which was dropped by swaying a scraper by rotating a circulating helix which raises the treatment powder. CONSTITUTION: A lid 10 is opened, treatment powder (a) is supplied from a supply port 7 in the upper part of a porous cylinder 5, and a handle 22 is reciprocated with garbage fed on the powder (a). A scraping blade 21 on a scraper 20 is rotated to scrape the lower surface side of the powder (a) to drop and accumulate the powder (a) on a funnel part 26. When a circulating helix 12 is rotated by operating a manual handle 35, the powder (a) is turned by a scraping rotary blade 30 and a stirring rod 36 to be induced to the middle of the funnel 26. Since a fixed scraping blade 29 is fixed at the lower end of a circulating cylinder 14, the powder (a) is taken into the lower end 28 of the cylinder 14 to be raised by a circulating helix 12. The powder (a) overflows from an opening 15 and flows on a frame 16 to be sprinkled on the upper part of the garbage 6 by a diffusion blade 17.
