PURPOSE: To prevent a valve element from colliding with a displacement end while realizing power saving, in the valve driving device of an internal combustion engine supplying fixed electric power to an electromagnetic coil and driving the intake/exhaust valves of the engine by using electromagnetic force generated at the time. CONSTITUTION: A electric power source 40 and a main switching element 42 are connected to a first electromagnetic coil 24 provided with an electromagnetic actuator driving the intake/exhaust valves of an internal combustion engine. A main switching element driving circuit 48 duty-driving the main switching element 42 according to a current command value Ic is provided. A flywheel circuit constituted of a flywheel diode 47, an auxiliary switching element 44, and a resistance 46 is connected to the first electromagnetic coil 24. When a valve element approaches a displacement end, the auxiliary switching element 44 is changed from the ON state to the OFF state, so as to quickly increase the resistance 46 of the flywheel circuit.
