PURPOSE: To provide a lifting device which improves the efficiency of charging a bucket housing an empty can into an empty can charging hopper and to provide a waste disposing vehicle having the lifting device. CONSTITUTION: A bucket 100 housing an empty can is stacked on the ground. The bucket 100 is held by a bucket carrying arm 61 on both sides thereof and the bucket at the top position in the stack of the bucket 100 is lifted in sequence by operating a driving motor and placed at the reversing position Q2 facing a charging hopper 5. The bucket 100 thereafter is kicked downward by a kicking member 83 of a bucket reversing device 80 to charge the empty can into the charging hopper 5.
