PURPOSE:To save the manpower of preparing sample pictures for learning by automatically preparing a lot of learning sample pictures based on one learning sample picture, supplying them to a learning type picture recognition device and letting learning performed. CONSTITUTION:A main controller 8 instructs a learning mode to the learning type picture recognition device 1, writes a required fluctuation element, the value and information on how much fluctuation is applied at once in a fluctuation element table 7 and writes the picture to be a source from a picture input device 3 to a picture memory 4. Then, by the instruction of the main controller 8, a picture conversion controller 6 and a picture conversion unit 2 convert the source picture. For instance, the rotation of negative 10 degrees is performed and the converted picture is inputted as the learning sample of the learning type picture recognition device 1. Then, the source picture remains as it is, the picture for which the rotation of negative 9 degrees is performed for instance by the picture conversion unit 2 is learned and the pictures for which the fluctuation element is considered are automatically learned based on one picture.
