To enhance user convenience in a vehicle management system.SOLUTION: A usage state acquisition unit 74 acquires information on a usage state and a condition of a vehicle 12. A determination unit 106 determines low operation date and time from the usage state of the vehicle 12 acquired by the usage state acquisition unit 74. Further, the determination unit 106 determines whether or not vehicle maintenance service is necessary from the condition of the vehicle 12 acquired by the acquisition unit. The determination unit 106 determines, when it is determined that the vehicle maintenance service is necessary, mainly the low operation date and time to be implementation date and time to implement the vehicle maintenance service. A remote-control information control unit 96 remotely operates the vehicle 12 to move to a gas station 18 where the vehicle maintenance service is implemented at the implementation date and time determined by the determination unit 106.
