To provide a control device, system, program, terminal device, and notification method for strongly motivating a user to reserve an open time frame.SOLUTION: A system includes a control device 20, at least one first terminal device, at least one second terminal device, and at least one third terminal device. The control device 20 includes a control unit 21 which acquires time frame data indicating an open time frame at a site providing a service, and generates notification data for notifying a proposal for sending a user to the site by a vehicle if the user reserves the time frame indicated by the time frame data, and a communication unit 23 which transmits the notification data generated by the control unit 21 to a terminal device which presents the contents of the data to the user.SELECTED DRAWING: Figure 2
