To provide a vehicle control device capable of suppressing quick start of a vehicle and, at the same time, capable of suppressing unnecessarily to shift to an acceleration suppression state.SOLUTION: A vehicle control device includes a first acceleration opening acquisition unit, an output unit, an obstacle detection unit, a vehicle speed detection unit, an acceleration opening setting unit, a specific determination unit and a standard opening setting unit. The acceleration opening setting unit (A) shifts to an acceleration suppression state under the condition that first to third conditions are established upon a normal state and (B) returns to the normal state when prescribed return conditions are established upon the acceleration suppression state. The specific determination unit determines whether there is specific driving operation or not.
