PROBLEM TO BE SOLVED: To provide an electronic key registration method capable of securing security against theft and allowing smooth registration work.SOLUTION: A secret key registration system is used when registering a master key and a plurality of sub keys, e.g., as electronic keys 2 on a vehicle. An external center 200 distributes an on-vehicle equipment center key 22 and an electronic key center key 23 as information required for registration to an internal center 20. The internal center 20 uses a random number generator 31 to generate a secret key. The internal center 20 applies encryption processing to the generated secret key with the on-vehicle center key 22 and the electronic key center key 23, and distributes the processed secret key to the vehicle and the electronic keys 2.
