PROBLEM TO BE SOLVED: To provide a method for decoding a bit stream to generate a video signal.SOLUTION: A coded video frame is described with syntax elements. The syntax elements have decoding dependency according to a dependency tree having a root. The method includes: receiving the coded video frame described with syntax elements according to the dependency tree; forming a first reference frame using the entire syntax elements in the dependency tree; and forming a second reference frame using a portion of the syntax elements in the dependency tree, in which syntax elements to be used include the root of the tree, whereas unused syntax elements exist in a branch apart from the root.
