PROBLEM TO BE SOLVED: To reduce the cost by eliminating a sub wire harness, and to miniaturize a column cover in a knee airbag device mounted on a column in which an inflator is transversely arranged with respect to the axial direction of a steering column. SOLUTION: An opening part 44K for work for connecting a connector 72 of a wire harness 70 extending from a steering column side to a connector 68 is formed in a sidewall part 44S of a lower cover 44 (a column cover 14) opposite to the connector 68 for wiring provided on an end of an inflator 18. By using the opening part 44K for a working space, the connector 72 of the wire harness 70 is easily connected to the connector 68 of the inflator 18 transversely mounted in the axial direction of the steering column.
